Yes. You can micro-tune instruments away from A440 for music outside the western equal temperament 12 note scale, or you may have multiple instruments or sound generators working in tandem and you detune one to create a chorus effect, which is very common with synthesisers.

As stated, I used to wear a PVC collar with an O-Ring in the 2000s, it needed context by way of a fully realised and cohesive outfit, but no one batted an eye because it was the thing the alt crowd did.

I place hoods in the same category as harnesses. It's all intent.

To me, it highlights that they should not have been wearing those hoods publicly; they were not being innocent in their intentions, they were unwillingly pulling people into their fetish fantasy for attention.

If I were to do this as pup Brutus, it'd be a fun costume, not whatever they were.

This to me smacks of a lack of consideration for those around them and a lot of selfishness. They dragged the surrounding public into their fetish fantasy where it was inappropriate in a busy tourist destination near Tower Bridge.

It's a tricky social line to step over because I wore an O-Ring PVC collar and a fishnet top in college, but it was contextualised as being part of a larger, clearly very alternative outfit complete with emo hair and NuMetal music.

The two pups weren't in costume or evoking an alt style.

I'm personally Camp 2. Unlike a biker jacket, a hood is manufactured as fetish wear first and foremost. A biker jacket is manufactured as safety equipment for motorcyclists.
