Without that data leak, the safe routes would be down by two-thirds (to 3.5k) rather than a quarter (to 7k) in first full year of new govt. The new policy is ostensibly committed to safe routes, but "very modest" of a few hundred, so the 2025 expectation is not to match 2022-24 under last govt

I don't think that Reeves did meaningfully mislead over the OBR's figures, but if she had, it's a bit like saying the problem with the Titanic is that the room service breakfast arrived cold!

Rachel Reeves's "headroom" is based on:

-£16bn in 'efficiency savings'
-£6bn in savings in order to fund taking SEND off local government backs
-tax rises that largely come in at the end of the forecast
-immigration being at c340k net in 2029!

She blames the deep state for her woes, something Farage loves to complain about, and Farage could well support some aspects of Kwarteng's mini budget.
