Regarding the overly optimistic outlook, I share your view. Of all the bad systems, democracy is perhaps the lesser evil. But mass psychology and individual sociopathological problems are sometimes stronger than reason. And today's social media seem to amplify the banality of evil even further.

With regard to the positions Fukuyama came from, he probably knows better than others what he is criticizing. People who learn from their mistakes sometimes are more credible than those who knew it all since Adam&Eve.

In www.cato.org/publications..., a translation is given as "Truly, whoever can make you believe absurdities can make you commit atrocities." I think, there is a better translation: “Certainly, whoever is entitled to render you as being absurd also is entitled to render you as being unfair."
