I am introducing a constitutional amendment – the Pardon Integrity Act – that would grant Congress the authority to reject outrageous pardons and commutations put forth by a President.
I believe in the rule of law. Presidents of both parties have abused the pardon power to reward allies and protect family.

I am lucky to know Speaker Jones as a friend and mentor who took me under her wing as a young legislator. Maryland is undoubtedly a better place because of her.

We can’t find compromise if we are not speaking to each other. I continue to call on President Trump and GOP leaders to come to the table to negotiate a deal to re-open the government.
