The problem with this shift is that it seems to be a political shift disparate of any broader societal shift. That dichotomy can present real world considerations that have played out poorly when considering historical context.

To understand how important of a role information plays in the Russian strategic mindset, the only time NATO has elicited a trigger from their Government was in the 2018 exercise Trident Juncture. The backlash was swift and demonstratively conclusive in where their risk assessment was focused.

To understand how important of a role information plays in the Russian strategic mindset, the only time NATO has elicited a trigger from their Government was in the 2018 exercise Trident Juncture. The backlash was swift and demonstratively conclusive in where their risk assessment was focused.
Russia created a global network that they helped to fund and develop, allowing them to project influence in a way that would prove difficult to counter: abuse of freedom of speech laws.
