5/ How to fix? He & @cleanprosperity.bsky.social propose carbon contracts for difference. This doubles down on the financialization of emissions, having investments mediated by markets rather than coming in the form of government requirements – like emissions caps.

2/ The EU-ETS had overallocation problems and low prices for many years. It finally fixed this issue by creating a “Market Stability Reserve” – i.e. a carbon central bank. But that is a VERY HIGH BAR. See chap 3 of my book on this.

1/ California (linked to Quebec’s market) has been plagued by overallocation credits since forever. An Advisory body has constantly called for addressing this problem, including recently by creating an Emissions Containment Reserve. See @ghgpolicy.org on this.
