TfL may not be interested in taking on the foot tunnels but they are critical infrastructure providing a resilient way for people to cross the river east of tower bridge under their own steam. If TfL can build Silvertown Tunnel for people with cars then they can provide lifts for people on foot.

"With high numbers of families in temporary housing, wouldn’t it make much more sense to reserve some of this prime land for the council to build social housing on? At the very least one of these car parks should be kept for council homes instead of selling them off for peanuts.”
