How is it permissible for a public figure to make demonstrably false or misleading statements on national television? It is equally concerning that such statements continue to be accepted as credible by a significant audience.

• Members compete externally and collude internally
• Power blocs protect each other selectively
• Donors influence priorities
• Enforcement is strategic, not principled
It is a power-maximization not a governance-optimization
