Republicans can change the rules to eliminate the 60 vote threshold. It's a rule change, simple majority. They did it a couple weeks ago for something else. They have the ability to keep the government open without any D votes. They want the shut down.
Republicans don’t need a single Dem vote to keep the government open. Yet here is the banner at HUD today.
