In Control, progression is primarily barred by Access Levels or lore reasons, like distortions in space. I've never had to acquire a powerup apart from what the game gave me at the very beginning, to make the story move forward.

One very clear distinction between both is that your progress through Control's narrative isn't restricted by powerups.
In Prime 4, your guide tells you to retrace your steps in an old map whenever you can't move forward.
