How about this: The state sends you a notice that they are impounding your federal tax payments. So instead if sending money to the IRS, you pay it to your state. The state gives a voucher that you then send to the IRS. The IRS can try to collect from the state.

Flying a foreign flag at a protest in the United States is wrong. Whatever the reason for protesting the actions of our government, is lost by displaying a foreign flag. Because in essence by flying a foreign flag you are stating you are in Solidarity with of that foreign country!
