How does a state impound federal tax from a person’s payroll contribution?

At which point the state will demand the allocated funds they were entitled to or they will simply use the money paid to them by the tax payers.

How about this: The state sends you a notice that they are impounding your federal tax payments. So instead if sending money to the IRS, you pay it to your state. The state gives a voucher that you then send to the IRS. The IRS can try to collect from the state.
