system was originally win10, on ESXi. Upgraded to 11, then migrated to Proxmox and wouldn't boot on VIOSCSI.
Followed these directions, and au-voila, it boots now.

You CANNOT make this shit up, I had to crack out the serial/console cable to verify this was correct, but sure enough...
