By increasing the resolution, I forced more of the workload the CPU would normally handle, onto the GPU itself, thereby reducing it's need to wait on the CPU to catch up. You can see the difference in action. The GPU was 30% usage at 1440p, but 70% usage at 4k. The CPU stayed 30% both times.

The CPU was also at about 30%, so Warudo wasn't overly CPU Heavy. The option would be 3. Warudo wasn't very well CPU optimized. Either 3 of the mentioned issues can cause the CPU to hold back the GPU by not feeding it enough frame data fast enough.

I do have the Technical background to explain why. The reason was the GPU was being limited by the CPU. This usually happens for multiple reasons. 1: CPU is not strong enough. 2: Game uses a ton of CPU. 3: Game is not well CPU optimized.

Now I have a 5900x so we can write Number 1 off first.
