i think his main point was that people who are actually poor qualify for benefits like medicaid or SNAP, those making just a little more money, like $50,000 for a family of 4, qualify for basically nothing

his main point was that if you are actually poor the state will support you to some extent, but if you are just a little bit away from being totally destitute you don't qualify for any programs, which keeps people from getting into the middle class

he could definitely make them less cool though
