In closing: I'm not interested in being constructive. I'm managing survival, and encouraging others to do the same. Things are going to get worse, and I'm not sold on the "before they get better"; some things will not ever recover. The internet is one of them.

The costs of hosting a forum are not something you seem at all aware of in current year. The costs of doing that without also being forced, by contract, to allow google scraping etc is ASTRONOMICAL, and protections for solo forum owners are largely gone. "Firing volunteer mods" is a joke, be real.

Do you think even one fucking reddit user gives a shit about what the CEO of reddit does on a daily basis? No, because that's psychotic and not realistic at all. The site functions just fine. Musk did a great job showing how far you can go before people give a shit, and reddit's FAR from that line.

Existing communities of thousands of people will not up and move to a phpbb forum. The money to host that forum also will not manifest itself out of thin air. This isn't "build it and they will come", it's "build it and you'll have simply wasted your time and splintered existing community".
