I think Spellcasters could benefit from getting more access to Action Compression/some more 1 Action spells. Offensive cantrips would be a lot more fun with more range or lower action cost.

Like Chain Lightning should decimate a Troop. Yet it's actually uniquely bad compared to other AoE spells. It also doesn't sit right with me that troops just seem to be level scaled from the base.

I don't see what it adds? What would functionally change if lasers were as ineffective against shields as kinetic weapons or didn't exist at all?
And as is, lasers are so volatile their use should be about as taboo as atomics themselves.

It just kinda creates really awkward situations.

Lasers counter shields, but are verboten.
Ergo both are only useful against unshielded opponents but only one of them can cause accidental war crimes...so why would anyone actually use lasers?

Laser weapons can't penetrate shields is a reasonable enough assumption. (If they block all light you can do visor stuff)
