As I reported last February, JV didn’t support a lookback because he said it would disproportionately benefit white, suburban teachers. He didn’t give the details on how he reached this conclusion.

Eligible teachers who didn’t get an adjustment either year because of lack of funds will get one in 27-28. That’s outside the window of this contract, but the contract says both parties agree to lobby in Carson City for funding to continue the lookbacks .
August 20, 2025 at 12:47 AM
Adjustments for eligible teachers will be by district seniority. Up to $10M will be set aside for this in the current school year. Lookbacks will repeat in 2027, subject to available funds.
August 20, 2025 at 12:43 AM
Highlights of the lookback
🔵 district will have sole discretion to determine how many lookbacks
🔵 teachers impacted by 2022 start pay adjustment and 2024 new hire salary table may request a review
🔵 CCEA will receive and review applications
🔵 determinations are final

Here is the “hard-to-fill” section. This received legislative support in the most recent session.

SB428 wasn't an edu bill per se, but its clarifications on electeds living in their districts would have applied to school boards. CCSD has recent experience with this. Had bipartisan support (42-0 Assembly, 14-7 Senate), but gov vetoed it to protect home addresses.

AB217 had bipartisan support, passing 31-11 (Assembly) and 14-6-1 (Senate). In a related matter, AJR9 passed (with less bipartisan support) urging Congress to bar federal immigration agents from entering schools and churches to enforce immigration laws. www.leg.state.nv.us/App/NELIS/RE...

AB217:
*Risks legal confusion between state, feds. Rigid language doesn't account for exceptions (i.e., exigent circumstances).
*"As written, it applies 24/7, effectively transforming school grounds into sanctuary zones at all times."
*Burden on school staff.

Now at 56 total vetoes, with 4 relating directly to K-12. A new no to:
AB 217: prohibited public schools from granting access to facilities or sharing student or family information with authorities investigating federal immigration cases without a court order or warrant.

Vote splits on these three bills
AB155: 26-16 Assembly, 16-4-1 Senate (some bipartisan support)
AB205: 27-15 Assembly, 13-8 Senate (party lines)
AB455: 32-9-1 Assembly, 14-7 (bipartisan support)
June 6, 2025 at 10:11 PM
AB445:
*Vague and overly broad language. "Good faith" is not defined.
*Undermines "existing and appropriate" oversight mechanisms, like school boards and parents.
June 6, 2025 at 9:32 PM
*Opt-in ensures parents are "fully informed about the content" of sex ed classes
*Opt-in respects "diverse values held by families across the state and promotes trust
June 6, 2025 at 9:24 PM
Still at 33 total vetoes (deadline is 6/13?) We have all those vetoes' explanations now, though. On ed:
AB155:
*Nothing currently keeping unions from bringing up class sizes during bargaining
*Could create need for new schools, bus routes and hiring, leading to legal liability

In White Pine, which is first in line for these proposed funds: they have the highest sales taxes outside of Clark and Washoe. And they do have a dispensary. It's called Tsaa Nesunkwa.

Sun editorial: We applaud the Legislature for its compassion and foresight, and encourage Lombardo to join his colleagues by signing AB 224 and ensuring that no child is left to learn in conditions unworthy of this state’s promise.
