I'd recommend looking at rights under Social Care Act and The Mental Capacity Act. The local authority should fund an advocacy service and they will be very well placed to offer good quality information about her rights and help make sure, when the time comes, the local authority does it right.

Local authorities will generally want to go for the cheapest possible option but they have to give due regard for her wellbeing, i.e. being settled in her current placement, being near family etc.

Social care act gives her a legal right to care but the specific placement after her money runs out will be partly up to the local authority. If she's not able to make decision on placement herself then the mental capacity act kicks in.

I've not used webtoon before and it's a nice way to the start the day with a comic so I hope the experiment works.

I'm sorry to hear that. Maybe you'll come back to it one day? It's important work but I totally get needing to be in good spirits to engage with the material and the world seems determined to make that a challenge these days.
