The very act of setting up road blocks is a step too far. They're effectively telling locals that they don't have the freedom to walk their own streets. Also, the guard doesn't collect evidence. They're not investigators or forensic scientists.

Activating them accomplishes nothing. It's all a bluff. If they were actually going to deploy them, it would have happened already. ICE has already killed many. It's not as though the governors have some sort of baseline number of deaths they want to reach before deploying them.
