Control of Lake Erie is key to the U.S. maintaining ownership of the Northwest Territories, as well as continued Crown access to Upper Canada, and her Six Nations allies at Grand River.

Capturing two ships would increase Elliot's Lake Erie squadron by a quarter.

Lacking arms, he borrows weapons and axes from the Army, which has artillery sited between Lake Erie, and Scajaquada Creek in Black Rock and on Unity Island.

Elliot elects to raid the British & "cut out" the two ships, taking them & their cargoes for the American effort on the frontier between Upper Canada, and the U.S.

He enlists 50 sailors that have just arrived on foot from Brooklyn, and 50 soldiers for the raid.

Lookouts alert Lt Jesse D. Elliot, USN, to two British ships that have tied up at Fort Erie, across the mouth of the Niagara River.

Elliot has been tasked by Commodore Isaac Chauncey, USN, to build a fleet at Black Rock to take control of Lake Erie.
