I suspect it's a enemy you know situation – they know his politics/personality and want that. Cuomo and Trump are the same – they shouldn't be politically viable. With ranked choice Cuomo would have always placed, but ideally it would have been >10%.

It's a primary, so only voters who "care" are voting – all have likely heard and know about Cuomo's resignation. This isn't a "short term memory public" or a case of "good PR wins". Voters are picking an obviously bad candidate BECAUSE of who he is.
