Bill C-9, the Combatting Hate Act, is aimed at preventing hate crimes but instead threatens the #Charter rights and civil liberties of all people in #Canada, including those communities that the government wishes to help protect.

And that is assuming that this new bill actually adresses other privacy concerns. We'll need to wait for the text of the bill, but I'm skeptical.

With the apparently imminent tabling of a new version of the Strong Borders Act to supposedly fix privacy concerns, it's crucial to not lose sight of how this bill is also an attack on refugee and migrant rights. If those are not addressed, this new version cannot pass.

Passing Bill C-9 would criminalize dissent, violate freedom of assembly and chill free expression. This bill is one more attempt to criminalize pro-Palestine and anti-genocide protesters, and must be withdrawn.

Instead of addressing the over-policing of protests, though, the federal government recently introduced Bill C-9, the Combatting Hate Act, which will give police discretionary powers to determine what symbols are hateful and to discern protestors’ intentions. 5/

We condemn the conflation of Charter-protected expression with “support for terrorism,” the violent arrests of peaceful protestors & the adoption or consideration of “bubble zone” laws across Canada, which ban or limit protests in vast areas of cities, violating free assembly. 4/

- Canada must enact a two-way embargo on arms transfer to Israel (including support via the US).

Some key findings:

- Terrorist financing risks identified by RAD, used to justify intrusive audits, were infrequently validated through the audits themselves, ie charities were subjected to years-long audits based on weak or unsubstantiated claims, as was demonstrated in ICLMG’s research. 2/

- Implement independent oversight of Canada Revenue Agency’s activities

- Thoroughly reform CRA’s approach to countering the risk of terrorist financing in the charitable sector, incl implementing the watchdog report's recs

- Abolish the CRA’s Review and Analysis Division (RAD) 1/

- This bill is highly alarming, especially in the context of the crackdown on Palestinian solidarity & anti-genocide protests. 4/
