Not much difference, but my point is perhaps he's just a Victorian antiquarian who got lost.

Given the lack of detail, perhaps he's referring to Rule 11 of Order LXV of the Supreme Court (of London), issued in 1883, which allows for the court to require a lawyer to not charge their client for frivolous costs?

For Trump's secret police, the claim that US citizens have no right to monitor them or record what they are doing is a tenacious and firmly held conviction... which lacks any plausible basis in actual law. It's invoke to justify the use of violence against citizens where other pretexts fail.

So this is funny.
The administration just issued a rule slashing foreign agricultural worker wages. And to justify it, in a public filing, Trump's Labor Department alleges that Trump's immigration enforcement has devastated the Ag workforce and caused a "risk of supply shock-induced food shortages."
Trump Labor Department Says His Immigration Raids Are Causing a Food Crisis
In a filing in the Federal Register, the Labor Department argues there are “immediate dangers to the American food supply” due to a lack of migrant agricultural workers.

As a 1st year associate I followed a partners' instructions and filed a lien closure case involving 40 properties only to then find the local rule only allowed 2 at a time. I think he didn't do a lot of local rule reading (but I have since then).

We’re not dealing with brilliant strategists cleverly laying traps, we’re dealing with impulsive whiners whose advantage is contempt for laws, norms, and morality.

They’re not pulling some elaborate trick, they’re just willing—even eager—to do things regular, principled people consider off limits.

I think folks should prepare themselves for the off chance that there is a different outcome in Chicago than the litigation has yielded thus far in Portland. The facts on the ground, I think, are arguably different enough.

But that’ll raise serious Posse Comitatus issues in Chicago. It’s not good.

Texas proudly invading Illinois.

It’s hard to describe the level of potential constitutional crisis here.

Interesting take from the PA Supreme Court (1840):

"Every legislature is strictly a court; whence it is said by Sir Edward Coke, that the British parliament, consisting as it does of the king, lords, and commons, is the highest, most absolute, and most honorable court of justice in England."

DUIs in the 19th century. Apparently called (at least here) "DRUNK IN CHARGE".

"Joseph Willbond, 60, Newcastle-street, baker, was charged with being drunk in charge of a horse and trap in Charlotte-street last night." (Evening Post, Sept. 21, 1895)

This is a really cool paper! Another example of how much you can learn from digging into state cases and state laws, even when it's federal law that's at issue.

No dictionary comes close to comparing. Those who work in words of course know about the OED, but often think it’s something expensive you would only seek out at the library for a highly specialized project. No! It’s at our fingertips. Use it. The Internet Archive says you’re welcome.

I often see legal briefs & judicial opinions that source dictionary dot com for a definition. That’s fine, but you’re likely missing something, especially if you’re dealing with an old statute or a constitution. For example, here is “commerce.” (Yes, American nuances are included.)

The full story of how the dictionary came to be is in this wonderful book by Simon Winchester. Started essentially by hobbyists who loved words, the project took 70 years. Worked on, often for free, by a multitude of volunteers. Run by true polymaths.
