The government lacks the authority to cancel contracts as this isn't permitted by law. Acting without constitutional authority makes such actions unlawful, similar to how regular citizens' actions might be judged.
There are 33m companies in the USA. Only 21k employe 500 or more. And they only make up 23% of workers.
