I don't really care what the "Administration's priorities" or "Agency priorities" are when it comes to congressionally mandated spending. Congress, as the most direct representatives of the People, gets to set priorities and write the laws, first and foremost.

Um... No. He wasn't the first time around, and even less so now. This time, though, the people around him aren't able to manage him, much less the country. That assumes the goal was ever anything other than running the country into the ground.
