I think because they don't really want to be a real company?
Trying not to be a real company doesn't necessarily get you out of having power though, and its attendant responsibilities. Not unless they work out a way to dispense a complete education in CS and DevOps and PDS admin through the feed.

Because of the "learn to code" craze and people feeling constrained to go into whatever pays, there are now actually a concerning number of software engineers who do not enjoy engineering software.
