Doesn’t this trend happen to a lot of frameworks though as companies scale? Usage is a bad metric because one company with thousands of servers downloading react outweighs one person with several servers downloading react.

Shadow had family out there. Maybe they are wondering where she is, maybe they rejected her and try to forget her as some families do to the mentally ill. Portland could have been her family. Portland was her home, but the city took away her dignity because the city doesn’t know how to care.

In Sellwood there was a woman named Robin. She went by the name Shadow. She had lived on the street for years, rejecting shelters because she didn’t want to be abused by drug addicts. She slept in alcoves. Over the summer she suffered a stroke, died two days later, alone on… your… watch.

Maybe if the City didn't confiscate someone's belongings you wouldn't erode their trust. Meet people where they are, try to find avenues to get them services they need. People reject shelters because they don't want to live communally. You need to give people stable homes, not emergency shelter.

With over 12,000 homeless people in the city and the shelter beds aren't even being filled every night, your administration is an abject failure. You dealt with a budget shortfall, but that is no excuse for failing to meet the moment. Walking the streets, I see homeless people rejecting your help.
