I see quite a lot of flats in London where the service charge is really low (especially houses). I assume with those, the dynamic is that it's great unless you happen to be living there when the roof goes (which will happen eventually), in which case you are screwed?

One thing I see mentioned a lot re service charges, but never really explained, is that a lot of the recent huge increases in service charges seems to be driven by increases in cost of insurance. Have never heard anything explanation of why this is

Also, doesn't the Russian military use a lot of shells/tanks/vehicles produced during the Soviet era? So there's a bit of a stock vs flow problem here and the "stock" of Russian military power is bigger than you'd expect because of enormous Soviet military buildup in the past.

For the first point, I think the non-DG islands are very small so a right of return wouldn't be favourable. For the second, it would be hard to organise a referendum given that the population is dispersed and many live in Mauritius, who would presumably oppose this

HS2 initially did not have cost-plus contracts but switched to them after Carillion, and it was actually an attempt to keep costs down. IIRC the NAO recommended the change. See below from 2020:
