Since H1B workers earn less than US workers who are being laid off, the contributions they make to SS would be lower. This could potentially harm SS in the long term due to reduced amounts being paid in. Additionally laid-off workers will draw unemployment, which will be funded by US taxpayers.

Do individuals on H1B visas contribute to SS? If so, can they draw Social Security benefits. If they leave the country or their visas are not renewed before meeting the units requirement, is their money left in Social Security system for American to draw?
