It's not even as well-motivated as that, as it's not at all clear that it makes economic sense to extract and refine Venezuela's oil. This is about him wanting to be a Special Big Boy like Putin and the other despots he admires.

Ha! Very similar to my run-in with the same folks a few months ago. Made the same claims about Sonic and told me I was mistaken when I said we had 10Gbps service for less than $100/month.
