Yesterday’s shooting at an ICE facility is deplorable. There's no place for violence in America.

We can speak out against Trump’s destructive immigration policies. We can protest as ICE carries them out.

But political violence is absolutely unacceptable.

I received this letter from #SenJeffMerkley in response to my concerns about #ICE. Some of this is information I didn’t know. 😳 (See ALT TEXT for the most relevant parts of the letter.)

Letter from Sen. Jeff Merkley, most important text:

In late 2024, ICE awarded a $2 million contract to Paragon Solutions, an Israeli-founded commercial spyware company that operates a software program called Graphite. Shortly after the award announcement, the Biden administration paused this contract to determine if the software complied with a previous Executive Order (EO) that restricts the government’s use of spyware. On August 30, 2025, the Trump administration reactivated the Graphite contract.

Graphite has the capability to hack a phone and obtain sensitive information such as all messages, photographs, and location data, including from encrypted applications, without a trace. The Biden administration blacklisted Paragon’s major competitor to prevent federal agencies from using technology similar to Graphite because of concerns about protecting the private information of Americans. Please know that I will closely monitor the development and use of this surveillance technology.

I am also concerned about ICE's use of Mobile Fortify, a facial recognition technology that can retrieve large amounts of personally identifiable information just by pointing a phone’s camera at an individual’s face. Facial recognition is often biased and inaccurate, especially against communities of color. Oregonians have been outraged and speaking out in high volumes opposing ICE using this surveillance technology, and I agree. That is why I joined my colleagues in a letter to ICE demanding that the agency immediately cease using Mobile Fortify.

ICE’s use of Graphite and Mobile Fortify is an alarming escalation in this Administration's efforts to intensely surveil people in this country. Please know I will continue to fight against policies and practices that threaten our fundamental privacy rights.
