I don't have any references, no. I suspect that rather than 'follow the money,' it's a case of 'follow the ideology,' which seems even more troubling.

The term 'mutual obligations' is a misnomer - there is nothing mutual, all the obligation is on the part of the jobseeker. We need evidence based welfare reform that moves past the ideological cruelty of neoliberalism and new paternalism and treats the unemployed with dignity.
