The office of the president did weigh in on this when the laws creating these positions were signed and when people were nominated for the Senate to confirm. He doesn't get to change it now on a whim.

Confused by Trump's gov layoffs? ONLY Congress can initiate a RIF (Gov speak for layoffs); the constitution gives Congress sole authority to initiate budget actions. Trump's layoffs are illegal & he has no money for buyouts. The only "confusion" is whether people will follow his illegal orders.
