to grant you the benefit of the doubt here, "queer" is a tricky appellation because many people confuse and conflate fetish, kink, sexuality, and identity—even their own! and there is also overlap between those things; something can be both a fetish and a kink but not a sexuality, etc.
in summation:
• an identity is "i am [X]."
• a sexual orientation is "i gravitate to [X]."
• a kink is "i am fulfilled by [X] activities."
• a fetish is "[X] make me horny."
being a furry (or a nudist for that matter) is definitely a fetish for some, a kink for some, an orientation for some, and an identity for some. i don't think that making hard and fast rules about this is particularly helpful, but it does open up ambiguities for misunderstandings.
as an alternate example, i don't think Republicans who trawl Grindr for gay hookups are engaging in a sexuality or an identity. "gay" is purely a fetish for them, a taboo that entices and titillates them because it is forbidden by their ethos.
so a right-winger who engages in homosexual activity isn't "queer" necessarily because they do not see themselves as "gay" by virtue of exploiting a psychological loophole. and honestly, i don't even see a problem with that so long as everyone is consenting and informed about it.
much of queer politics relies implicitly on the logic of "if you do [X] you are one of us," when the complicated reality is that you might be doing [X] *at* us. that's where it gets murky, because embodiment isn't instrumentalization (or vice versa).
queerness isn't a forensic analysis of behavior.
