To clarify, NYC “returned” to broken windows under Adams (increased SQF, continued use of place-based gang policing). So to stop broken windows policing, the new mayor would need to make changes to police practice.

A complicating factor that's driving up the jail population is the fact that NYC isn't quite following the same trajectory as other major cities (post 2020 crime spike followed by return to baseline). Higher rates of felony assault for example. www.brennancenter.org/our-work/res...
