You gotta specify how pre-championship you are going. The Pac had tiebreakers even without a conference championship back in the 90s/00s. Had to determine who got the Rose Bowl bid.

This. You have 16+ teams, you need divisions. Even an odd number of divisions or unbalanced ones would smooth things out.
