Any government that implements a 'send them back' policy, the very first investigations should be on any relations, friends, and associates of EVERY member of the governing party.
And only once those people have been deported, should any investigations be made on anyone else.

This is a direct result of US policy towards Cuba. The Cold War ended 35 years ago and the United States still treats Cuba as if it was an existential threat. It keeps Cuba poor, and so when Russia, Cuba's long-time friend, offers money to fight for it...!
