Rs do not want to nuke the legislative filibuster in full right now because they’d immediately have to take a bunch of very hard votes, national abortion ban chief among them.

to be clear I’m not talking about nuking the filibuster generally, just for clean CRs.

this would imo be a smaller nuclear carveout than the one they did this summer for reconciliation baseline changes but probably bigger than the other one they did for batch cloture on nominees.
