this is a situation where we really *shouldn’t* have a filibuster on the merits though even if you’re filibuster-friendly— you can’t let 41 senators shut off the federal government.

this is ~what reconciliation is supposed to prevent

Rs do not want to nuke the legislative filibuster in full right now because they’d immediately have to take a bunch of very hard votes, national abortion ban chief among them.

to be clear I’m not talking about nuking the filibuster generally, just for clean CRs.

this would imo be a smaller nuclear carveout than the one they did this summer for reconciliation baseline changes but probably bigger than the other one they did for batch cloture on nominees.

my understanding is that usually when a congressperson dies in office Congress passes a bill to pay out the rest of their salary that year to their heirs as a courtesy

I believe these are the first Chicagoland NTBs, which is significant because grand juries sit for a long time— we didn’t previously know that Chicago’s GJs were fed up with this stuff and now we do.
