Agreed, in general. But in this case, associating the law with Reagan helps demonstrate the extent to which partisans—particularly Republicans—have shifted on this topic. To state the obvious, it’s not Reagan’s party anymore.

It would be quite complicated and of course it would be far better to get rid of districts altogether.
