I find it extremely problematic that delegated authority can be used to open temporary shelter when it helps enforce a bylaw, but not when record-breaking cold puts human life at risk

And AMO's new report shows it: homelessness in Ontario rose 8% last year, with 85,000 people becoming homeless. 20,000 were youth and children.

Budget debate and scrutiny are core responsibilities of Council, not evidence of bias or bad faith.
