This will absolutely complicate exchange. It will inhibit it. US scientists will suffer. My reducing travel to the US isn't because I am concerned for myself, it is because many trainees at my institution either get hassled at the boarder or can't go due to passport bans. We can send them elsewhere.

can you also check universities and colleges? I came in on an h1b as did many of my colleagues. This fee is more than many academic salaries and universities won't afford it. It could really hit US academic leadership

-good chance of surviving so papers published now will be available in the future
