This includes monitoring of push-backs, which I would not expect to go down but rather increase, in particular in third states.

Changes will kick in 2026 only, so it is now time for everyone invested in asylum protection to assess what that means for their own work. From the Greek experience, e.g., I think it will fundamentally challenge the work of civil society.

All in all, this reform is an admission that the EU countries are just not ready to implement the rules that they gave themselves starting some 20 years ago and that limiting access to asylum is their strongest commonality.

(4) A continuing compliance gap: The CEAS is suffering from rampant non-compliance w/ the minimum standards on reception. The incentives to comply will not be fundamentally affected by the reform, b/c the solidarity mechanism is not strong enough.

(3) Third country diplo and border control domino: The external dimension of EU asylum law will become more important, with further attempts to create a safe third country belt around the EU. Non-EU countries will face the choice of hosting asylum seekers or tighten border control at their borders.

(2) More use of third country rules in procedure: The dismantling of the safeguards for "safe third countries" will mean that more asylum applications will be rejected as inadmissible, rather than on the merits. A substantive number of people end up in limbo b/c they cannot be returned.

(1) A "shift" to the EU external borders: A mandatory screening will mean more a surge in detention at the external borders, more centralized reception and the problems that come with it visible in Greece: access to legal protection, fairness of the procedure, conditions in the centers.
