Here's a zero-cost proposal for ERC to lure US talent: condition participation in a Synergy grant to a relocation to the EU. Will help the incoming PI not only with money but also a supporting collaboration. Right now SyG is funding US labs while NIH has cut all funding to foreign collaborators.
