The report documents decades of discriminatory policies separating Israeli settlers and Palestinians under two legal systems, alongside land confiscation, settlement expansion, movement restrictions, mass displacement, and routine lethal force against Palestinians with near-total impunity. It finds that these practices violate the International Convention on the Elimination of Racial Discrimination. The UN human rights office concluded for the first time that Israel’s administration of the occupied West Bank, including East Jerusalem, constitutes apartheid under international law—going beyond earlier UN findings of discrimination or racial segregation and calling for urgent international action.
