Usually yes - and as memory serves there are a few oddities where one nation has listed a cross-border structure and the other hasn't, so you end up with half a listed bridge / weir / ford, etc.

A lovely piece of #IronworkThursday engineering: the Old Tramway Bridge of the Wye Valley Railway at #Tintern. Because the river forms the border here it is Grade II listed by both Cadw (cadwpublic-api.azurewebsites.net/reports/list...) and Historic England (historicengland.org.uk/listing/the-...)
