Maybe a flow chart helps? This is also dependent on the setting and the OS being on a compatible version. Also doesn't help with the lack of clear documentation by #microsoft.

My proposal:
Remove anything that says Do not allow/Disable/Enable from the setting name.
New setting name example: "Storage of Passwords and Credentials for Network Authentication"
New value example: "Enabled/Disabled/Not Configured"
