Since about the time of the Biblical Chronicler, the pious theodical choice has been to envision a subordinate adversary, often a “fallen” court rebel figure who commands forces of evil (that developed into demons), and blame evil on those forces of darkness

It’s not at all. It’s a fundamental element of monotheistic theodicy. Simplistically, monotheism leaves two choices to reconcile evil to a benevolent and omnipotent God—an ambivalent God who creates and embodies both Good and Evil, or a good God offset by a subordinate principle of evil, e.g. Satan.
