You removed the context of what he’s sorry about, which distorts the meaning.

The ban cut off their ability to communicate with the public before they could even respond to Nazi accusations. The KPD still worked to publish and distribute the paper illegally, as widely as they could manage.

They preemptively destroyed their opposition’s infrastructure before manufacturing a crisis to justify mass arrests. Die Rote Fahne, the KPD’s main newspaper, was banned immediately.
