I would argue yes unless the sausage is clearly included as an ingredient rather than the featured attraction. For instance, a Maxwell St. polish is not a sandwich but a sausage McGriddle is.

My argument has always been that a hot dog with no bun is still considered a hot dog but it would under no circumstances be considered a sandwich. The definition of hot dog can include both the sausage & the on-a-bun serving style but in doing so precludes itself from being synonymous with sandwich
